Mr. Frevert has over 25 years of engineering and project management experience working in transportation and advanced transportation technology fields with state and local governments and private sector clients. A long-held personal interest in renewable energy and climate change issues compelled him to complete an MS in Alternative Energy in 2013. He is now applying his newfound energy, his project and program management skills, and his experience with emerging technology to solar energy projects. He is focused on helping Larsen Engineering clients realize the economic benefits of state and federal programs promoting the transition to cleaner energy alternatives.
R. Scott Bannerman, PLS
Survey & Mapping Manager
As Larsen’s Survey Manager, Mr. Bannerman has more than 35 years of experience in the surveying field at various levels of responsibility, from Party Chief and Chief of Survey to Survey Manager. His experience includes numerous NYSDOT highway and bridge rehabilitation projects. Assignments include performing topographic surveys, scour surveys, horizontal and vertical controls for photogrammetric mapping, boundary surveys, construction surveys, infrastructure location, property and deed research, establishing highway boundaries, preparation of acquisition maps and preparation of final ROW plans.
Newton Green II, PE, DEE, PMP
Mr. Green has more than 25 years of experience in environmental engineering design, sustainability design, and quality assurance and project/program management . This experience encompasses new product and process development and environmental health and safety management. While Mr. Green was the Business and Technical Manager at Rochester Institute of Technology's NY State Pollution Prevention Center, he implemented hundreds of pollution prevention strategies in several dozen organizations resulting in improved profitability and reduced environmental footprint. Most strategies had payback periods of less than one year. He also created an innovative Lean Energy & Environment (LE2) program to achieve optimization of productivity, energy usage, and environmental footprint at several organizations
Ronald V. Rauscher
Site Design Manager
Mr. Rauscher has over 35 years experience in the design and construction of civil infrastructure projects. He has been responsible for the planning, design, and construction administration of numerous multi-disciplined and multi-million dollar projects that included water and wastewater treatment, water distribution, sewer collection, site development and landfill design. As a past member of his Town’s Planning Board, he gained an understanding and insight into the regulatory approval processes. His years of experience have included 10 years operating a construction company that specialized in site development and infrastructure construction. Extensive project design experience, hands on construction experience and regulatory approval knowledge, has given Mr. Rauscher a comprehensive understanding of practical project design solutions and construction management to benefit Larsen’s clients.
