Timothy C. Rock, PE

Municipal Engineer

Mr. Rock has more than 35 years of experience with prominent environmental design firms. His experience encompasses water and wastewater treatment, infrastructure design, and hazardous waste site investigation and remediation. Mr. Rock also has extensive experience in management of design teams, budgeting and scheduling, funding and regulatory approvals, review of development applications, and management of construction and abatement. Mr. Rock has done work as a Municipal Engineer for several communities in the upstate area and has also been involved in New York State Agency projects including the Office of General Services (OGS), State University Construction Fund (SUCF) and the Thruway Authority.
 

Ronald V. Rauscher
Site Design Manager

Mr. Rauscher has over 35 years experience in the design and construction of civil infrastructure projects. He has been responsible for the planning, design, and construction administration of numerous multi-disciplined and multi-million dollar projects that included water and wastewater treatment, water distribution, sewer collection, site development and landfill design. As a past member of his Town’s Planning Board, he gained an understanding and insight into the regulatory approval processes. His years of experience have included 10 years operating a construction company that specialized in site development and infrastructure construction. Extensive project design experience, hands on construction experience and regulatory approval knowledge, has given Mr. Rauscher a comprehensive understanding of practical project design solutions and construction management to benefit Larsen’s clients.   

Michael A. Keim, PE

Structural Engineer

Mr. Keim heads up Larsen’s Structural Group and has over 30 years of experience in structural analysis and design of bridges, tunnels, dams, retaining walls, high mast lighting and other transportation facilities, buildings, foundations and underground structures. He possesses extensive experience in structural steel, reinforced concrete and masonry design of educational, commercial, municipal and infrastructure facilities. Mr. Keim has performed several forensic evaluations of existing building structures for state agencies and private clients. He has special knowledge in seismic design of building structures and has given several presentations on the subject.  

R. Scott Bannerman, PLS

Survey & Mapping Manager

As Larsen’s Survey Manager, Mr. Bannerman has more than 35 years of experience in the surveying field at various levels of responsibility, from Party Chief and Chief of Survey to Survey Manager. His experience includes numerous NYSDOT highway and bridge rehabilitation projects. Assignments include performing topographic surveys, scour surveys, horizontal and vertical controls for photogrammetric mapping, boundary surveys, construction surveys, infrastructure location, property and deed research, establishing highway boundaries, preparation of acquisition maps and preparation of final ROW plans. 

Kenneth E. Gordon

Planning & Environmental Services Manager

Mr. Gordon heads the Larsen’s Planning/Environmental Group. With more than 35 years of experience, he advises clients in land use and environmental planning, planning administration, computer mapping, environmental impact assessment and project permitting. Mr. Gordon has overseen phase I environmental site assessments, wetland delineations, and project SEQR documentation for hundreds of projects. He has also led committees, boards and neighborhood groups in the preparation of community development plans. He has knowledge and experience with ASTM 1527-05 and ASTM 1528-00 standards and requirements.
